關于進一步深化銀擔合作的若干措施(shi)省(sheng)(sheng)(sheng)金融監管(guan)局 省(sheng)(sheng)(sheng)財(cai)政廳 省(sheng)(sheng)(sheng)國資委 省(sheng)(sheng)(sheng)人社廳人民銀行(xing)福州中心(xin)支(zhi)行(xing) 福建銀保監局

 

為充分發(fa)揮政(zheng)府(fu)(fu)性(xing)融資(zi)擔保(bao)機構的政(zheng)策性(xing)功能,破解政(zheng)府(fu)(fu)性(xing)融資(zi)擔保(bao)機構業(ye)務聚焦不(bu)夠(gou)、擔保(bao)能力不(bu)強、銀擔合作不(bu)暢等問(wen)題,不(bu)斷提升銀擔合作規模(mo)及效率,引導更(geng)多金融資(zi)源支持小微企(qi)業(ye)和“三(san)農”發(fa)展,現(xian)制定如下(xia)措(cuo)施:

一、工作原則及主要目標

(一)工作原(yuan)則

聚焦支(zhi)(zhi)(zhi)小(xiao)支(zhi)(zhi)(zhi)農(nong)主業(ye)(ye)。政府(fu)性融資擔(dan)保(再擔(dan)保)機構嚴(yan)格以小(xiao)微企業(ye)(ye)和(he)“三農(nong)”融資擔(dan)保業(ye)(ye)務為主業(ye)(ye),不斷提高(gao)支(zhi)(zhi)(zhi)小(xiao)支(zhi)(zhi)(zhi)農(nong)業(ye)(ye)務規(gui)模和(he)占比,不得偏離主業(ye)(ye)盲目擴大業(ye)(ye)務范圍。

堅持保(bao)(bao)本微利(li)運行(xing)。政府性融資擔保(bao)(bao)(再擔保(bao)(bao))機構不(bu)以盈利(li)為(wei)目的,在可持續經營的前(qian)提下(xia),保(bao)(bao)持較低(di)費(fei)率水平,切實有效(xiao)降低(di)小微企業和(he)“三(san)農”主體的綜(zong)合融資成本。

落實風(feng)險(xian)分擔補償(chang)。構建政府(fu)性融資擔保(bao)(再擔保(bao))機構和(he)銀(yin)行業金融機構共同參與、合(he)理分險(xian)的銀(yin)擔合(he)作機制(zhi),優(you)化政府(fu)支持、正向激勵的資金補充和(he)風(feng)險(xian)補償(chang)機制(zhi)。

凝聚(ju)擔保(bao)(bao)機(ji)構(gou)合力(li)。各級政府性融(rong)資(zi)擔保(bao)(bao)(再擔保(bao)(bao))機(ji)構(gou)要強化責任擔當,加(jia)強業務合作和資(zi)源共享(xiang),不(bu)斷增(zeng)強資(zi)本實力(li)和業務拓展能力(li)。

(二)主要目(mu)標

力爭至“十四五(wu)”末,我省(sheng)政府性融資擔保(bao)機(ji)構融資擔保(bao)放(fang)大(da)倍(bei)數(shu)達(da)到(dao)4倍(bei),小微企業(ye)和“三農”業(ye)務擔保(bao)費率降至1%以下。

二、夯實政府性融資擔保機構發展基礎

(一)完善擔保(bao)體(ti)系建設。鼓勵設區(qu)(qu)市(shi)級(ji)(含平潭綜(zong)合實驗(yan)區(qu)(qu))政(zheng)府(fu)(fu)性(xing)融(rong)資擔保(bao)機構發揮區(qu)(qu)域(yu)“龍頭”作用,帶動轄內縣級(ji)政(zheng)府(fu)(fu)性(xing)融(rong)資擔保(bao)機構開展業務(wu)(wu),逐步(bu)實現(xian)縣域(yu)銀擔合作業務(wu)(wu)全(quan)覆(fu)蓋。GDP總量達到或(huo)超(chao)過300億元(yuan),但尚未(wei)設立政(zheng)府(fu)(fu)性(xing)融(rong)資擔保(bao)機構的縣(市(shi)、區(qu)(qu)),應盡快新設1家注冊資本金2億元(yuan)以上(shang)的政(zheng)府(fu)(fu)性(xing)融(rong)資擔保(bao)機構或(huo)出(chu)資2億元(yuan)參股其(qi)他政(zheng)府(fu)(fu)性(xing)融(rong)資擔保(bao)機構,服務(wu)(wu)本區(qu)(qu)域(yu)企業。〔責任單位: 各市(shi)、縣(區(qu)(qu))人民政(zheng)府(fu)(fu)、平潭綜(zong)合實驗(yan)區(qu)(qu)管(guan)委會,省金融(rong)監管(guan)局、財政(zheng)廳(ting)〕

(二)建立資(zi)(zi)(zi)本補充(chong)機(ji)(ji)(ji)制。各(ge)級(ji)人民政府(fu)應(ying)多渠道(dao)建立和完善本級(ji)政府(fu)性融(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)保(bao)(再(zai)(zai)擔(dan)(dan)保(bao))機(ji)(ji)(ji)構資(zi)(zi)(zi)本金(jin)持續補充(chong)機(ji)(ji)(ji)制,支持政府(fu)性融(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)保(bao)(再(zai)(zai)擔(dan)(dan)保(bao))機(ji)(ji)(ji)構做(zuo)大做(zuo)強(qiang)。政府(fu)性融(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)保(bao)(再(zai)(zai)擔(dan)(dan)保(bao))機(ji)(ji)(ji)構凈資(zi)(zi)(zi)產低于注冊資(zi)(zi)(zi)本的90%時,各(ge)地應(ying)于次年(nian)6月(yue)底(di)前(qian)完成資(zi)(zi)(zi)本金(jin)補充(chong)工作。各(ge)級(ji)地方金(jin)融(rong)(rong)監管(guan)部門應(ying)依(yi)法加強(qiang)對政府(fu)性融(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)保(bao)(再(zai)(zai)擔(dan)(dan)保(bao))機(ji)(ji)(ji)構注冊資(zi)(zi)(zi)本充(chong)足率(lv)的監督檢查。〔責任單位: 各(ge)市(shi)、縣(區)人民政府(fu),平潭綜合實(shi)驗區管(guan)委(wei)(wei)會(hui),省金(jin)融(rong)(rong)監管(guan)局、國資(zi)(zi)(zi)委(wei)(wei)、財政廳〕

(三)設立專項(xiang)(xiang)發展資(zi)(zi)金(jin)(jin)。設立和(he)(he)充實融(rong)(rong)(rong)資(zi)(zi)擔(dan)保(bao)(bao)發展專項(xiang)(xiang)資(zi)(zi)金(jin)(jin),重點(dian)用于政(zheng)(zheng)府(fu)(fu)性融(rong)(rong)(rong)資(zi)(zi)擔(dan)保(bao)(bao)(再(zai)(zai)擔(dan)保(bao)(bao))機構(gou)資(zi)(zi)本金(jin)(jin)補(bu)(bu)充、業務(wu)風險補(bu)(bu)償(chang)、降(jiang)費獎補(bu)(bu)、代(dai)償(chang)補(bu)(bu)償(chang)、再(zai)(zai)擔(dan)保(bao)(bao)保(bao)(bao)費補(bu)(bu)貼等方面。根據政(zheng)(zheng)府(fu)(fu)性融(rong)(rong)(rong)資(zi)(zi)擔(dan)保(bao)(bao)(再(zai)(zai)擔(dan)保(bao)(bao))機構(gou)業務(wu)規(gui)(gui)模、代(dai)償(chang)和(he)(he)績效評(ping)價(jia)情況(kuang),適時(shi)擴(kuo)大專項(xiang)(xiang)資(zi)(zi)金(jin)(jin)規(gui)(gui)模。專項(xiang)(xiang)資(zi)(zi)金(jin)(jin)的分配(pei)和(he)(he)使(shi)用,與各(ge)地(di)政(zheng)(zheng)府(fu)(fu)性融(rong)(rong)(rong)資(zi)(zi)擔(dan)保(bao)(bao)(再(zai)(zai)擔(dan)保(bao)(bao))機構(gou)業務(wu)規(gui)(gui)模、代(dai)償(chang)和(he)(he)績效評(ping)價(jia)情況(kuang)掛鉤,實行正向激勵(li)引導(dao)。〔責(ze)任單(dan)位(wei): 各(ge)市、縣(區(qu))人民(min)政(zheng)(zheng)府(fu)(fu),平(ping)潭綜合(he)實驗(yan)區(qu)管委會(hui),省(sheng)財政(zheng)(zheng)廳(ting)、金(jin)(jin)融(rong)(rong)(rong)監管局〕

(四)加強(qiang)(qiang)機構能力建(jian)設(she)。政府(fu)性融資擔(dan)保(再(zai)擔(dan)保)機構應當按(an)照(zhao)政策引(yin)導、專業管(guan)理、市場(chang)化(hua)運(yun)作的(de)原(yuan)則,加強(qiang)(qiang)自身能力建(jian)設(she),推動(dong)建(jian)立“能擔(dan)、愿(yuan)擔(dan)、敢擔(dan)”的(de)工作機制。建(jian)立健全(quan)內部(bu)控制制度,加強(qiang)(qiang)風險管(guan)理體系建(jian)設(she),實現(xian)專業化(hua)、精(jing)細(xi)化(hua)管(guan)理,提高擔(dan)保能力。積極運(yun)用(yong)大數據等現(xian)代(dai)信息(xi)技術手(shou)段,創新擔(dan)保產品,提升(sheng)服務質量和效率,主(zhu)動(dong)下沉(chen)服務,深(shen)入發掘客戶(hu)。〔責任單位: 各市、縣(區)人民政府(fu),平潭綜(zong)合(he)實驗(yan)區管(guan)委會,省金融監管(guan)局〕

(五)加快不良資(zi)(zi)(zi)(zi)產處(chu)置。發揮(hui)地方資(zi)(zi)(zi)(zi)產管(guan)理公司和地方金(jin)(jin)融資(zi)(zi)(zi)(zi)產類交易(yi)場所作用,加快政府(fu)(fu)性融資(zi)(zi)(zi)(zi)擔保(bao)(再(zai)擔保(bao))機構不良資(zi)(zi)(zi)(zi)產處(chu)置,依法(fa)依規處(chu)置資(zi)(zi)(zi)(zi)產,實(shi)現資(zi)(zi)(zi)(zi)金(jin)(jin)快速回籠。政府(fu)(fu)性融資(zi)(zi)(zi)(zi)擔保(bao)(再(zai)擔保(bao))機構參照(zhao)財(cai)政部《金(jin)(jin)融企業呆賬(zhang)核銷管(guan)理辦(ban)法(fa)(2017年版)》(財(cai)金(jin)(jin)〔2017〕90號),核銷代償損失。〔責任單位: 各市、縣(區)人民政府(fu)(fu),平潭(tan)綜合(he)實(shi)驗區管(guan)委會,省財(cai)政廳、金(jin)(jin)融監管(guan)局〕

三、加強銀擔業務合作

(一)提高合作(zuo)效率。推(tui)動(dong)各(ge)銀(yin)(yin)行業金(jin)融(rong)機(ji)構加強與政(zheng)(zheng)府(fu)(fu)性(xing)融(rong)資(zi)擔(dan)(dan)保(bao)(bao)(再擔(dan)(dan)保(bao)(bao))機(ji)構的(de)合作(zuo),簡化手(shou)續(xu),提高工作(zuo)效率,探索建(jian)立(li)銀(yin)(yin)擔(dan)(dan)并行的(de)審(shen)批流(liu)程,在與省再擔(dan)(dan)保(bao)(bao)公司達成的(de)合作(zuo)框架(jia)下(xia),對合作(zuo)的(de)政(zheng)(zheng)府(fu)(fu)性(xing)融(rong)資(zi)擔(dan)(dan)保(bao)(bao)機(ji)構減收、少收保(bao)(bao)證金(jin),適當(dang)降(jiang)低對縣級政(zheng)(zheng)府(fu)(fu)性(xing)融(rong)資(zi)擔(dan)(dan)保(bao)(bao)機(ji)構經營(ying)年限(xian)(xian)等準入要(yao)求,合理(li)確定銀(yin)(yin)擔(dan)(dan)合作(zuo)期限(xian)(xian)。推(tui)動(dong)銀(yin)(yin)擔(dan)(dan)雙方建(jian)立(li)良好的(de)信息溝通機(ji)制,保(bao)(bao)證合作(zuo)的(de)持(chi)續(xu)性(xing)和穩定性(xing)。(責任單位(wei): 人(ren)行福州(zhou)中(zhong)心(xin)支行、福建(jian)銀(yin)(yin)保(bao)(bao)監局,省金(jin)融(rong)監管局)

(二(er))落實(shi)風(feng)(feng)險(xian)共擔(dan)(dan)。省(sheng)再擔(dan)(dan)保(bao)(bao)(bao)公(gong)司積(ji)極(ji)對接國(guo)家融(rong)資(zi)擔(dan)(dan)保(bao)(bao)(bao)基(ji)金(jin),做好(hao)銀(yin)(yin)(yin)擔(dan)(dan)合(he)(he)作(zuo)(zuo)業(ye)(ye)務的(de)(de)(de)分(fen)險(xian)代償工作(zuo)(zuo)。至2021年末,力爭國(guo)有(you)大型商(shang)業(ye)(ye)銀(yin)(yin)(yin)行(xing)(xing)駐(zhu)閩(min)機(ji)構、地方法人(ren)(ren)銀(yin)(yin)(yin)行(xing)(xing)與省(sheng)再擔(dan)(dan)保(bao)(bao)(bao)公(gong)司簽訂的(de)(de)(de)再擔(dan)(dan)保(bao)(bao)(bao)分(fen)險(xian)協議(yi)實(shi)現全覆蓋,鼓勵開(kai)發(fa)性、政策性銀(yin)(yin)(yin)行(xing)(xing)及股份制商(shang)業(ye)(ye)銀(yin)(yin)(yin)行(xing)(xing)駐(zhu)閩(min)機(ji)構加入銀(yin)(yin)(yin)擔(dan)(dan)合(he)(he)作(zuo)(zuo)體系。銀(yin)(yin)(yin)擔(dan)(dan)合(he)(he)作(zuo)(zuo)業(ye)(ye)務中的(de)(de)(de)風(feng)(feng)險(xian)分(fen)擔(dan)(dan)比(bi)例,按(an)照《國(guo)務院(yuan)辦公(gong)廳關于(yu)有(you)效發(fa)揮(hui)政府性融(rong)資(zi)擔(dan)(dan)保(bao)(bao)(bao)基(ji)金(jin)作(zuo)(zuo)用切實(shi)支(zhi)持小微企業(ye)(ye)和“三農”發(fa)展的(de)(de)(de)指(zhi)導意見》(國(guo)辦發(fa)〔2019〕6號)的(de)(de)(de)規定執行(xing)(xing)。各(ge)銀(yin)(yin)(yin)行(xing)(xing)業(ye)(ye)金(jin)融(rong)機(ji)構要(yao)加大對縣一級分(fen)支(zhi)機(ji)構的(de)(de)(de)業(ye)(ye)務授權力度(du),切實(shi)落實(shi)銀(yin)(yin)(yin)擔(dan)(dan)合(he)(he)作(zuo)(zuo)分(fen)險(xian)機(ji)制。(責任單位: 人(ren)(ren)行(xing)(xing)福(fu)(fu)州(zhou)中心支(zhi)行(xing)(xing)、福(fu)(fu)建銀(yin)(yin)(yin)保(bao)(bao)(bao)監局(ju),省(sheng)金(jin)融(rong)監管局(ju))

(三)創新業(ye)務模式。在(zai)傳統(tong)銀(yin)擔(dan)(dan)(dan)(dan)(dan)合(he)(he)作(zuo)(zuo)業(ye)務基(ji)礎上,大力推廣“總(zong)(zong)對總(zong)(zong)”批量(liang)擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)業(ye)務。合(he)(he)作(zuo)(zuo)銀(yin)行(xing)(xing)(xing)業(ye)金(jin)(jin)融(rong)(rong)機(ji)(ji)構(gou)(gou)和(he)政(zheng)(zheng)府(fu)(fu)(fu)性融(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)機(ji)(ji)構(gou)(gou)應(ying)事先鎖(suo)定當年度(du)放貸業(ye)務總(zong)(zong)量(liang)。政(zheng)(zheng)府(fu)(fu)(fu)性融(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)機(ji)(ji)構(gou)(gou)可(ke)主動提供客(ke)戶名(ming)單(dan)(dan),也(ye)可(ke)確認合(he)(he)作(zuo)(zuo)銀(yin)行(xing)(xing)(xing)業(ye)金(jin)(jin)融(rong)(rong)機(ji)(ji)構(gou)(gou)推薦的客(ke)戶名(ming)單(dan)(dan),合(he)(he)作(zuo)(zuo)銀(yin)行(xing)(xing)(xing)業(ye)金(jin)(jin)融(rong)(rong)機(ji)(ji)構(gou)(gou)在(zai)政(zheng)(zheng)府(fu)(fu)(fu)性融(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)機(ji)(ji)構(gou)(gou)提供或(huo)確認的客(ke)戶名(ming)單(dan)(dan)內自(zi)主決定授(shou)信,政(zheng)(zheng)府(fu)(fu)(fu)性融(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)機(ji)(ji)構(gou)(gou)實施“見貸即(ji)保(bao)(bao)”。以小(xiao)微企業(ye)和(he)“三農”主體為主的批量(liang)擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)業(ye)務,收取的擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)費率(lv)不超(chao)過1%,取消反擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)要求。對納入(ru)國(guo)家融(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)基(ji)金(jin)(jin)擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)業(ye)務合(he)(he)作(zuo)(zuo)范圍內的政(zheng)(zheng)府(fu)(fu)(fu)性融(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)機(ji)(ji)構(gou)(gou),銀(yin)擔(dan)(dan)(dan)(dan)(dan)雙(shuang)方可(ke)探(tan)索按(an)平(ping)等、自(zi)愿、風險可(ke)控(kong)的原則(ze)進行(xing)(xing)(xing)協商,設定合(he)(he)作(zuo)(zuo)業(ye)務擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)代(dai)償(chang)率(lv)上限。各合(he)(he)作(zuo)(zuo)銀(yin)行(xing)(xing)(xing)業(ye)金(jin)(jin)融(rong)(rong)機(ji)(ji)構(gou)(gou)總(zong)(zong)行(xing)(xing)(xing)與(yu)國(guo)家融(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)基(ji)金(jin)(jin)簽訂“總(zong)(zong)對總(zong)(zong)”合(he)(he)作(zuo)(zuo)協議的,按(an)協議執行(xing)(xing)(xing)。省再擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)公司負責(ze)(ze)做好與(yu)國(guo)家融(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)基(ji)金(jin)(jin)的對接和(he)業(ye)務備案工作(zuo)(zuo)。〔責(ze)(ze)任(ren)單(dan)(dan)位: 各市、縣(xian)(區)人民政(zheng)(zheng)府(fu)(fu)(fu),平(ping)潭(tan)綜(zong)合(he)(he)實驗區管(guan)(guan)委(wei)會,人行(xing)(xing)(xing)福州中心支行(xing)(xing)(xing)、福建(jian)銀(yin)保(bao)(bao)監局,省金(jin)(jin)融(rong)(rong)監管(guan)(guan)局〕

(四)共享追(zhui)索權(quan)益。政府(fu)性(xing)融(rong)資擔(dan)(dan)(dan)(dan)保(bao)(bao)(再擔(dan)(dan)(dan)(dan)保(bao)(bao))機構應按照“先代(dai)(dai)償(chang)(chang)、后分險”原(yuan)則,依約(yue)落(luo)實代(dai)(dai)償(chang)(chang)和分險責(ze)(ze)任(ren)。貸(dai)款代(dai)(dai)償(chang)(chang)后,銀(yin)擔(dan)(dan)(dan)(dan)雙(shuang)方(fang)共同(tong)負(fu)責(ze)(ze)對擔(dan)(dan)(dan)(dan)保(bao)(bao)代(dai)(dai)償(chang)(chang)項目進行債(zhai)權(quan)追(zhui)索,追(zhui)索獲得的(de)資金(jin)在(zai)扣(kou)除追(zhui)償(chang)(chang)費用后,按業務(wu)風險分擔(dan)(dan)(dan)(dan)比(bi)例進行分配。各(ge)級地方(fang)金(jin)融(rong)監(jian)管(guan)(guan)部門負(fu)責(ze)(ze)推動(dong)政府(fu)性(xing)融(rong)資擔(dan)(dan)(dan)(dan)保(bao)(bao)(再擔(dan)(dan)(dan)(dan)保(bao)(bao))機構定期開展跟蹤評估,重(zhong)點關(guan)注合(he)作(zuo)銀(yin)行業金(jin)融(rong)機構推薦擔(dan)(dan)(dan)(dan)保(bao)(bao)業務(wu)的(de)數量、擔(dan)(dan)(dan)(dan)保(bao)(bao)對象存活率、代(dai)(dai)償(chang)(chang)率、擔(dan)(dan)(dan)(dan)保(bao)(bao)資產以(yi)及貸(dai)款風險管(guan)(guan)理(li)等(deng)情況(kuang)。〔責(ze)(ze)任(ren)單位: 各(ge)市、縣(xian)(區)人民政府(fu),平潭綜合(he)實驗(yan)區管(guan)(guan)委會(hui),人行福州中心支(zhi)行、福建銀(yin)保(bao)(bao)監(jian)局(ju),省(sheng)金(jin)融(rong)監(jian)管(guan)(guan)局(ju)〕

(五)降(jiang)低融(rong)(rong)資成本。銀行(xing)業金(jin)融(rong)(rong)機(ji)構(gou)不得通過以(yi)貸(dai)(dai)轉存(cun)、存(cun)貸(dai)(dai)掛(gua)鉤(gou)、以(yi)貸(dai)(dai)收費(fei)、浮利分費(fei)、借貸(dai)(dai)搭售等方式變相提高貸(dai)(dai)款企業融(rong)(rong)資成本。政(zheng)(zheng)府(fu)(fu)性融(rong)(rong)資擔(dan)(dan)保(bao)機(ji)構(gou)堅持低收費(fei)原則,在可持續(xu)經營的前(qian)提下,逐步將年化平均擔(dan)(dan)保(bao)費(fei)率(lv)降(jiang)至(zhi)1%以(yi)下。省(sheng)再擔(dan)(dan)保(bao)公司(si)繼續(xu)實(shi)施(shi)免收再擔(dan)(dan)保(bao)保(bao)費(fei)政(zheng)(zheng)策。〔責任單位: 各(ge)市、縣(區)人民政(zheng)(zheng)府(fu)(fu),平潭綜(zong)合實(shi)驗區管(guan)委會,省(sheng)金(jin)融(rong)(rong)監(jian)管(guan)局、財政(zheng)(zheng)廳,人民銀行(xing)福州(zhou)中心(xin)支行(xing)、福建銀保(bao)監(jian)局〕

(六)加強風(feng)險(xian)(xian)把控。政府性(xing)融(rong)資擔(dan)保(bao)(再擔(dan)保(bao))機構要(yao)(yao)嚴格審核有銀行貸(dai)款記錄(lu)的(de)小(xiao)微企業(ye)和“三(san)農”主體的(de)擔(dan)保(bao)申請。銀行業(ye)金(jin)融(rong)機構要(yao)(yao)發揮銀行體系服務網絡優(you)(you)勢、科技金(jin)融(rong)優(you)(you)勢和風(feng)險(xian)(xian)控制優(you)(you)勢,嚴格履(lv)行審貸(dai)職責,加強貸(dai)中(zhong)和貸(dai)后(hou)管理,切實防控信貸(dai)風(feng)險(xian)(xian)。〔責任單(dan)位: 各市(shi)、縣(區)人民政府,平潭綜合實驗區管委會,省(sheng)金(jin)融(rong)監管局,人行福(fu)州(zhou)中(zhong)心支行、福(fu)建銀保(bao)監局〕

四、健全保障機制

(一)加強人(ren)(ren)才引(yin)(yin)進培養(yang)。鼓勵(li)各地參照當地國(guo)有(you)企業(ye)和銀行業(ye)金(jin)融(rong)(rong)機(ji)(ji)(ji)構(gou)薪酬(chou)水(shui)平,合(he)理(li)確定(ding)政(zheng)(zheng)府(fu)性(xing)融(rong)(rong)資擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(再擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao))機(ji)(ji)(ji)構(gou)人(ren)(ren)員(yuan)(yuan)(yuan)薪酬(chou)標(biao)準(zhun),逐步(bu)提高(gao)融(rong)(rong)資擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)業(ye)務(wu)放大倍數、擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)費率水(shui)平和服務(wu)戶數等指標(biao)在工資效益聯動指標(biao)體系內的權重。探索按市(shi)場化薪酬(chou)水(shui)平,引(yin)(yin)進、招聘高(gao)端管(guan)理(li)人(ren)(ren)員(yuan)(yuan)(yuan),提高(gao)政(zheng)(zheng)府(fu)性(xing)融(rong)(rong)資擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(再擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao))機(ji)(ji)(ji)構(gou)經營水(shui)平。行政(zheng)(zheng)、事業(ye)單(dan)位人(ren)(ren)員(yuan)(yuan)(yuan)原則(ze)上不得兼(jian)(jian)任政(zheng)(zheng)府(fu)性(xing)融(rong)(rong)資擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(再擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao))機(ji)(ji)(ji)構(gou)職務(wu),確需(xu)兼(jian)(jian)任的,應經有(you)關機(ji)(ji)(ji)關批準(zhun),并不得領(ling)取(qu)兼(jian)(jian)職報酬(chou)。鼓勵(li)建立(li)銀行業(ye)金(jin)融(rong)(rong)機(ji)(ji)(ji)構(gou)與政(zheng)(zheng)府(fu)性(xing)融(rong)(rong)資擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(再擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao))機(ji)(ji)(ji)構(gou)管(guan)理(li)人(ren)(ren)員(yuan)(yuan)(yuan)、業(ye)務(wu)人(ren)(ren)員(yuan)(yuan)(yuan)的雙(shuang)向交(jiao)流機(ji)(ji)(ji)制(zhi)。〔責任單(dan)位: 各市(shi)、縣(區(qu))人(ren)(ren)民政(zheng)(zheng)府(fu),平潭(tan)綜合(he)實驗區(qu)管(guan)委會,省國(guo)資委、財政(zheng)(zheng)廳(ting)、人(ren)(ren)社廳(ting)、金(jin)融(rong)(rong)監管(guan)局〕

(二)強化信息科技(ji)支(zhi)撐(cheng)。對政(zheng)府性融(rong)資擔(dan)保(bao)(bao)(再擔(dan)保(bao)(bao))機構(gou)接入(ru)人民銀(yin)行(xing)(xing)金融(rong)信用信息基礎數據庫予以重點支(zhi)持。加快推進“金服(fu)云(yun)”平(ping)臺(tai)建(jian)設,開(kai)發、升級服(fu)務功能,引導銀(yin)行(xing)(xing)業金融(rong)機構(gou)、政(zheng)府性融(rong)資擔(dan)保(bao)(bao)(再擔(dan)保(bao)(bao))機構(gou)入(ru)駐(zhu)平(ping)臺(tai),為銀(yin)擔(dan)合作提供信息技(ji)術支(zhi)撐(cheng)。〔責任單位(wei): 各市、縣(xian)(區(qu))人民政(zheng)府,平(ping)潭綜合實驗區(qu)管委會,人行(xing)(xing)福(fu)州中(zhong)心支(zhi)行(xing)(xing),省(sheng)金融(rong)監管局(ju),福(fu)建(jian)省(sheng)金服(fu)云(yun)有(you)限公(gong)司〕

(三(san))落實盡(jin)(jin)職(zhi)免(mian)(mian)責(ze)(ze)規定。各地應于2020年12月31日前出臺政(zheng)府(fu)性融(rong)(rong)資(zi)擔(dan)保(bao)(再(zai)(zai)擔(dan)保(bao))機構盡(jin)(jin)職(zhi)免(mian)(mian)責(ze)(ze)實施細(xi)則,對于依法(fa)依規開展的小微企(qi)業(ye)和“三(san)農(nong)”融(rong)(rong)資(zi)擔(dan)保(bao)、再(zai)(zai)擔(dan)保(bao)業(ye)務,在5%代(dai)償率內產生風險(xian)造成損失的,按照《福(fu)(fu)建(jian)省金融(rong)(rong)工作辦公室(shi)關(guan)于印發福(fu)(fu)建(jian)省政(zheng)府(fu)性融(rong)(rong)資(zi)擔(dan)保(bao)機構經營指標評價及盡(jin)(jin)職(zhi)免(mian)(mian)責(ze)(ze)暫(zan)行(xing)管理辦法(fa)的通(tong)知》(閩金融(rong)(rong)辦〔2019〕10號(hao))有關(guan)規定,對相(xiang)關(guan)工作人員免(mian)(mian)予追責(ze)(ze)。銀(yin)行(xing)業(ye)監(jian)管部門適度提高對各銀(yin)行(xing)業(ye)金融(rong)(rong)機構支(zhi)小支(zhi)農(nong)貸(dai)款的風險(xian)容忍度。〔責(ze)(ze)任單位: 各市(shi)、縣(區)人民政(zheng)府(fu),平潭綜合實驗區管委會,人行(xing)福(fu)(fu)州中(zhong)心支(zhi)行(xing)、福(fu)(fu)建(jian)銀(yin)保(bao)監(jian)局(ju)(ju),省金融(rong)(rong)監(jian)管局(ju)(ju)]

(四)改進(jin)考核評(ping)價機(ji)制。各級(ji)人(ren)民政(zheng)(zheng)(zheng)府要(yao)完(wan)善對(dui)本地區政(zheng)(zheng)(zheng)府性融(rong)資(zi)(zi)擔(dan)保(bao)(bao)(bao)機(ji)構的考核機(ji)制,從考核經濟效(xiao)益(yi)為(wei)主(zhu)(zhu)轉為(wei)考核社(she)會(hui)效(xiao)益(yi)為(wei)主(zhu)(zhu),重點考核小(xiao)微企(qi)業(ye)和“三農”融(rong)資(zi)(zi)擔(dan)保(bao)(bao)(bao)業(ye)務(wu)(wu)服務(wu)(wu)情況、擔(dan)保(bao)(bao)(bao)放大(da)倍(bei)數、扶(fu)持(chi)小(xiao)微企(qi)業(ye)數量(liang)(liang)、擔(dan)保(bao)(bao)(bao)費(fei)率和批量(liang)(liang)擔(dan)保(bao)(bao)(bao)業(ye)務(wu)(wu)開(kai)(kai)展情況等指(zhi)標,考核結果(guo)與政(zheng)(zheng)(zheng)府性融(rong)資(zi)(zi)擔(dan)保(bao)(bao)(bao)機(ji)構負責人(ren)薪酬、財政(zheng)(zheng)(zheng)扶(fu)持(chi)政(zheng)(zheng)(zheng)策等掛(gua)鉤(gou)。人(ren)民銀(yin)(yin)行(xing)(xing)福(fu)州(zhou)中(zhong)心支行(xing)(xing)和福(fu)建(jian)(jian)銀(yin)(yin)保(bao)(bao)(bao)監(jian)(jian)(jian)局(ju)強(qiang)化(hua)對(dui)各銀(yin)(yin)行(xing)(xing)業(ye)金(jin)融(rong)機(ji)構擔(dan)保(bao)(bao)(bao)業(ye)務(wu)(wu)開(kai)(kai)展情況的考核評(ping)價,對(dui)支小(xiao)支農業(ye)務(wu)(wu)占(zhan)比合格(ge)、銀(yin)(yin)擔(dan)合作業(ye)務(wu)(wu)規(gui)模增(zeng)長快、開(kai)(kai)展效(xiao)果(guo)好的銀(yin)(yin)行(xing)(xing)業(ye)金(jin)融(rong)機(ji)構,在進(jin)行(xing)(xing)監(jian)(jian)(jian)管評(ping)價和信貸政(zheng)(zheng)(zheng)策導向(xiang)效(xiao)果(guo)評(ping)估時予(yu)以加(jia)分。〔責任單(dan)位: 各市、縣(區)人(ren)民政(zheng)(zheng)(zheng)府,平(ping)潭綜合實(shi)驗區管委會(hui),人(ren)行(xing)(xing)福(fu)州(zhou)中(zhong)心支行(xing)(xing)、福(fu)建(jian)(jian)銀(yin)(yin)保(bao)(bao)(bao)監(jian)(jian)(jian)局(ju),省財政(zheng)(zheng)(zheng)廳、金(jin)融(rong)監(jian)(jian)(jian)管局(ju)〕

(五)強化(hua)跟蹤督導落實。省金(jin)融(rong)(rong)(rong)監(jian)管(guan)局應當與福(fu)建(jian)(jian)銀(yin)保(bao)監(jian)局建(jian)(jian)立監(jian)管(guan)協(xie)作(zuo)(zuo)機制(zhi),定期對(dui)銀(yin)擔(dan)合(he)(he)作(zuo)(zuo)業務開展情(qing)(qing)況(kuang)進(jin)(jin)行(xing)(xing)評(ping)估(gu)通報(bao)。各級(ji)地方(fang)金(jin)融(rong)(rong)(rong)監(jian)管(guan)部門牽頭建(jian)(jian)立和完善政、銀(yin)、擔(dan)信息共享(xiang)及(ji)溝通協(xie)作(zuo)(zuo)工作(zuo)(zuo)機制(zhi),定期對(dui)本地區銀(yin)擔(dan)業務合(he)(he)作(zuo)(zuo)情(qing)(qing)況(kuang)進(jin)(jin)行(xing)(xing)跟蹤評(ping)估(gu),重點(dian)關注銀(yin)擔(dan)合(he)(he)作(zuo)(zuo)業務規模(mo)、批量擔(dan)保(bao)業務落地、支小(xiao)支農(nong)、減負降費(fei)、按約定落實代償和分險責任等(deng)情(qing)(qing)況(kuang),并于每年3月底(di)前(qian)完成轄(xia)區內銀(yin)擔(dan)合(he)(he)作(zuo)(zuo)的自查(cha)自評(ping)工作(zuo)(zuo),書面報(bao)告省金(jin)融(rong)(rong)(rong)監(jian)管(guan)局。對(dui)偏離支小(xiao)支農(nong)定位,經督促仍整改不(bu)到位的,監(jian)督管(guan)理部門可對(dui)其進(jin)(jin)行(xing)(xing)監(jian)管(guan)通報(bao),并抄(chao)送同級(ji)組織(zhi)、紀檢監(jian)察、財(cai)政、國資等(deng)部門。〔責任單位: 各市、縣(區)人民政府,平潭綜合(he)(he)實驗區管(guan)委(wei)會(hui),省金(jin)融(rong)(rong)(rong)監(jian)管(guan)局、財(cai)政廳(ting)、國資委(wei),人行(xing)(xing)福(fu)州中心支行(xing)(xing)、福(fu)建(jian)(jian)銀(yin)保(bao)監(jian)局〕
