廣東省財政廳關于進一步發揮政府性融資擔保作用 加大小微企業和“三農”主體支持的意見

各地級以上市(shi)財政局(ju),廣(guang)東粵(yue)財投資控股有(you)限公司,廣(guang)東省農(nong)業融資擔保有(you)限責任(ren)公司,省直有(you)關單(dan)位:

為(wei)深入貫徹落實(shi)《國務(wu)院辦(ban)公廳關(guan)于有效(xiao)發(fa)揮政府性(xing)融資(zi)擔(dan)保基金作用切實(shi)支(zhi)(zhi)持(chi)小微企業和(he)“三(san)(san)農(nong)”發(fa)展的(de)指導意見(jian)》(國辦(ban)發(fa)〔2019〕6號)和(he)《財政部(bu)關(guan)于充分發(fa)揮政府性(xing)融資(zi)擔(dan)保作用為(wei)小微企業和(he)“三(san)(san)農(nong)”主(zhu)體(ti)融資(zi)增信(xin)的(de)通知》(財金〔2020〕19號),現(xian)就進一步發(fa)揮我省政府性(xing)融資(zi)擔(dan)保作用,加(jia)大小微企業和(he)“三(san)(san)農(nong)”主(zhu)體(ti)支(zhi)(zhi)持(chi)提(ti)出以(yi)下意見(jian)。

一、聚焦支(zhi)農支(zhi)小(xiao)融資擔保主業

全省各級政府性融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)保(bao)(bao)(bao)(bao)(bao)(bao)機構(gou)(含再(zai)擔(dan)保(bao)(bao)(bao)(bao)(bao)(bao)機構(gou),下同)要專注于(yu)小(xiao)微(wei)(wei)企(qi)(qi)業(ye)(ye)(ye)和(he)“三(san)(san)(san)農(nong)(nong)”主體,聚焦支小(xiao)支農(nong)(nong)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)保(bao)(bao)(bao)(bao)(bao)(bao)業(ye)(ye)(ye)務(wu),不(bu)(bu)得偏(pian)離主業(ye)(ye)(ye)盲目擴(kuo)大經營范(fan)圍,不(bu)(bu)得向(xiang)非融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)保(bao)(bao)(bao)(bao)(bao)(bao)機構(gou)進行股權投資(zi)(zi)(zi),不(bu)(bu)得新開展政府融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)平臺融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)保(bao)(bao)(bao)(bao)(bao)(bao)業(ye)(ye)(ye)務(wu)。要結合復(fu)(fu)工(gong)復(fu)(fu)產形勢(shi)需要,積極為小(xiao)微(wei)(wei)企(qi)(qi)業(ye)(ye)(ye)和(he)“三(san)(san)(san)農(nong)(nong)”主體融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)增(zeng)信,協調金(jin)(jin)融(rong)(rong)(rong)(rong)機構(gou)盡快放(fang)貸,不(bu)(bu)抽(chou)貸、不(bu)(bu)壓貸、不(bu)(bu)斷貸,著力幫助小(xiao)微(wei)(wei)企(qi)(qi)業(ye)(ye)(ye)復(fu)(fu)工(gong)復(fu)(fu)產和(he)緩解融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)難、融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)貴問題(ti)。要進一步(bu)提高支小(xiao)支農(nong)(nong)業(ye)(ye)(ye)務(wu)占比(bi),確保(bao)(bao)(bao)(bao)(bao)(bao)2020年新增(zeng)小(xiao)微(wei)(wei)企(qi)(qi)業(ye)(ye)(ye)和(he)“三(san)(san)(san)農(nong)(nong)”融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)保(bao)(bao)(bao)(bao)(bao)(bao)金(jin)(jin)額、戶數占比(bi)不(bu)(bu)低(di)于(yu)80%,其中新增(zeng)單戶500萬元(yuan)以下小(xiao)微(wei)(wei)企(qi)(qi)業(ye)(ye)(ye)和(he)“三(san)(san)(san)農(nong)(nong)”融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)保(bao)(bao)(bao)(bao)(bao)(bao)金(jin)(jin)額占比(bi)不(bu)(bu)低(di)于(yu)50%。

二(er)、加快推進(jin)政府性融資擔保(bao)體系建設

各地(di)(di)要(yao)落實(shi)政(zheng)(zheng)府(fu)(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou)的(de)屬地(di)(di)管理責任,加強(qiang)(qiang)(qiang)本地(di)(di)區政(zheng)(zheng)府(fu)(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)體(ti)系(xi)建設。有條件的(de)縣(xian)區可(ke)結合實(shi)際情況(kuang)建立本級(ji)(ji)(ji)(ji)政(zheng)(zheng)府(fu)(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou),鼓勵各地(di)(di)級(ji)(ji)(ji)(ji)以上市對所轄縣(xian)區政(zheng)(zheng)府(fu)(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou)建設給予適當補(bu)助支持。各級(ji)(ji)(ji)(ji)政(zheng)(zheng)府(fu)(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou)要(yao)堅持下沉一線,簡化擔(dan)(dan)保(bao)(bao)(bao)要(yao)求,不斷(duan)擴大政(zheng)(zheng)府(fu)(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)的(de)業務覆蓋范(fan)圍(wei),提(ti)升政(zheng)(zheng)府(fu)(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)服(fu)務小微(wei)企業和(he)“三農”的(de)能(neng)力和(he)水平,更好發揮融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)的(de)放大效(xiao)應。各地(di)(di)可(ke)視財力情況(kuang),適當增(zeng)加政(zheng)(zheng)府(fu)(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou)資(zi)(zi)(zi)(zi)本金(jin)注入(ru),提(ti)高(gao)其(qi)可(ke)持續經(jing)營和(he)抗風險能(neng)力。各地(di)(di)政(zheng)(zheng)府(fu)(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou)要(yao)加強(qiang)(qiang)(qiang)與(yu)省(sheng)(sheng)級(ji)(ji)(ji)(ji)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)再擔(dan)(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou)的(de)協(xie)同(tong)合作,加強(qiang)(qiang)(qiang)風險防(fang)控,形成政(zheng)(zheng)策合力。省(sheng)(sheng)級(ji)(ji)(ji)(ji)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)再擔(dan)(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou)要(yao)加強(qiang)(qiang)(qiang)和(he)國家(jia)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)基(ji)金(jin)對接,進一步擴大授信額度。

三、嚴(yan)格落實降費讓利政策

全(quan)省各級(ji)政府性(xing)融(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)機構要(yao)堅持保(bao)(bao)本(ben)微利原則(ze),2020年(nian)全(quan)年(nian)對(dui)小微企業(ye)(ye)(ye)減半收(shou)(shou)取(qu)融(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)、再(zai)擔(dan)(dan)(dan)(dan)保(bao)(bao)費(fei)(fei),力爭將小微企業(ye)(ye)(ye)綜(zong)合融(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)率(lv)降(jiang)至1%以(yi)下,切實降(jiang)低(di)小微企業(ye)(ye)(ye)和“三農”綜(zong)合融(rong)資(zi)(zi)成本(ben)。政府性(xing)融(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)機構要(yao)取(qu)消反擔(dan)(dan)(dan)(dan)保(bao)(bao)要(yao)求,對(dui)疫情防(fang)控相關領域(yu)重點企業(ye)(ye)(ye)及疫情影響較(jiao)大的(de)行業(ye)(ye)(ye),新(xin)增(zeng)融(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)業(ye)(ye)(ye)務(wu)收(shou)(shou)取(qu)的(de)擔(dan)(dan)(dan)(dan)保(bao)(bao)費(fei)(fei)率(lv)不超過(guo)1%,對(dui)納入國家融(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)基金支持范(fan)(fan)圍的(de)融(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)業(ye)(ye)(ye)務(wu),部分(fen)減免再(zai)擔(dan)(dan)(dan)(dan)保(bao)(bao)費(fei)(fei)。省農業(ye)(ye)(ye)融(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)有限公司對(dui)受(shou)疫情影響較(jiao)大的(de)相關新(xin)型農業(ye)(ye)(ye)經營主體符合“雙控”范(fan)(fan)圍的(de)新(xin)增(zeng)政策性(xing)擔(dan)(dan)(dan)(dan)保(bao)(bao)業(ye)(ye)(ye)務(wu),要(yao)減半按(an)照0.5-0.75%收(shou)(shou)取(qu)擔(dan)(dan)(dan)(dan)保(bao)(bao)費(fei)(fei)。

四、完善財政獎(jiang)補支持措施

省財政(zheng)(zheng)建立融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)再擔(dan)保(bao)(bao)代(dai)償(chang)(chang)補(bu)(bu)償(chang)(chang)機制,對(dui)省級融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)再擔(dan)保(bao)(bao)機構(gou)納入國(guo)家(jia)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)保(bao)(bao)基金授信范(fan)圍的(de)(de)小微企業(ye)(ye)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)保(bao)(bao)業(ye)(ye)務(wu)實(shi)際代(dai)償(chang)(chang)損(sun)失,給(gei)予(yu)(yu)50%的(de)(de)分擔(dan)補(bu)(bu)償(chang)(chang)。對(dui)江門、惠州、肇慶(qing)市和粵東(dong)西北地(di)區政(zheng)(zheng)府(fu)性融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)保(bao)(bao)機構(gou)2020年新增的(de)(de)單戶擔(dan)保(bao)(bao)金額(e)1000萬(wan)元及以下、平均年化擔(dan)保(bao)(bao)費率不超過1%的(de)(de)小微企業(ye)(ye)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)保(bao)(bao)業(ye)(ye)務(wu),按業(ye)(ye)務(wu)發(fa)生額(e)的(de)(de)1%給(gei)予(yu)(yu)補(bu)(bu)助。對(dui)省農(nong)業(ye)(ye)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)保(bao)(bao)有限(xian)公司開展的(de)(de)符合條件的(de)(de)政(zheng)(zheng)策性擔(dan)保(bao)(bao)業(ye)(ye)務(wu),省財政(zheng)(zheng)按規定給(gei)予(yu)(yu)業(ye)(ye)務(wu)獎(jiang)補(bu)(bu)和代(dai)償(chang)(chang)補(bu)(bu)償(chang)(chang)。鼓(gu)勵各地(di)根(gen)據(ju)財力情況建立降費獎(jiang)補(bu)(bu)和代(dai)償(chang)(chang)補(bu)(bu)償(chang)(chang)機制,對(dui)本級政(zheng)(zheng)府(fu)性融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)保(bao)(bao)機構(gou)給(gei)予(yu)(yu)業(ye)(ye)務(wu)獎(jiang)補(bu)(bu),對(dui)實(shi)際代(dai)償(chang)(chang)損(sun)失進行分擔(dan)補(bu)(bu)償(chang)(chang)。

五、完善監督評價和考核激勵機制

各級財政部門(men)要(yao)完善對(dui)(dui)政府(fu)性(xing)融資擔(dan)(dan)(dan)保(bao)(bao)機構的(de)(de)(de)監督管(guan)理(li)和(he)(he)考(kao)(kao)(kao)核(he)(he)評價,調整盈利(li)考(kao)(kao)(kao)核(he)(he)要(yao)求,重點考(kao)(kao)(kao)核(he)(he)在實現保(bao)(bao)本微利(li)的(de)(de)(de)前提(ti)下(xia)的(de)(de)(de)支農(nong)支小(xiao)成效,引導政府(fu)性(xing)融資擔(dan)(dan)(dan)保(bao)(bao)機構著重從(cong)放大倍(bei)數、扶(fu)持小(xiao)微企業和(he)(he)“三農(nong)”主體(ti)占比、風(feng)險控制、擔(dan)(dan)(dan)保(bao)(bao)費率、國家融資擔(dan)(dan)(dan)保(bao)(bao)基(ji)金合(he)作申報率等方面發揮作用。各級財政部門(men)和(he)(he)有關單位要(yao)按(an)照《廣東省政府(fu)性(xing)融資擔(dan)(dan)(dan)保(bao)(bao)機構績效考(kao)(kao)(kao)核(he)(he)評價暫行辦法》(粵財金〔2020〕8號(hao))等有關要(yao)求,加強(qiang)和(he)(he)完善對(dui)(dui)政府(fu)性(xing)融資擔(dan)(dan)(dan)保(bao)(bao)機構的(de)(de)(de)績效考(kao)(kao)(kao)核(he)(he),建立評價結果與資本金補充、風(feng)險補償、薪酬(chou)待(dai)遇等直接掛(gua)鉤的(de)(de)(de)激(ji)勵約束機制。對(dui)(dui)出現偏離支農(nong)支小(xiao)業務、放大倍(bei)數偏低等情況的(de)(de)(de)要(yao)及時予(yu)以糾正,督促(cu)進(jin)行整改(gai)。

各級財(cai)政(zheng)(zheng)(zheng)部門(men)、政(zheng)(zheng)(zheng)府(fu)(fu)性(xing)融(rong)資(zi)擔保機(ji)構要進一(yi)步統一(yi)思想(xiang)認識,提高政(zheng)(zheng)(zheng)治站位,強化責任擔當,建立健(jian)全(quan)工作機(ji)制,抓好(hao)組織(zhi)實施,完善(shan)配套措施,確保我省政(zheng)(zheng)(zheng)府(fu)(fu)性(xing)融(rong)資(zi)擔保有(you)關(guan)政(zheng)(zheng)(zheng)策有(you)效落實,推(tui)動我省政(zheng)(zheng)(zheng)府(fu)(fu)性(xing)融(rong)資(zi)擔保體系不斷健(jian)全(quan),為全(quan)省經濟社會發展(zhan)特別(bie)是(shi)小微企業和“三農(nong)”發展(zhan)提供(gong)有(you)力支持。
