廣東省財政廳關于進一步發揮政府性融資擔保作用 加大小微企業和“三農”主體支持的意見

為深入貫徹(che)落實(shi)《國務院辦公(gong)廳關(guan)于有效發(fa)揮政(zheng)(zheng)府性(xing)(xing)融資(zi)擔(dan)保(bao)基金(jin)作用(yong)切實(shi)支(zhi)持(chi)小微(wei)企(qi)業和(he)“三農(nong)”發(fa)展的指(zhi)導意見(jian)》(國辦發(fa)〔2019〕6號(hao))和(he)《財政(zheng)(zheng)部關(guan)于充(chong)分發(fa)揮政(zheng)(zheng)府性(xing)(xing)融資(zi)擔(dan)保(bao)作用(yong)為小微(wei)企(qi)業和(he)“三農(nong)”主體(ti)融資(zi)增(zeng)信的通知》(財金(jin)〔2020〕19號(hao)),現就進(jin)一步發(fa)揮我(wo)省政(zheng)(zheng)府性(xing)(xing)融資(zi)擔(dan)保(bao)作用(yong),加(jia)大小微(wei)企(qi)業和(he)“三農(nong)”主體(ti)支(zhi)持(chi)提出(chu)以(yi)下意見(jian)。

一、聚焦支農(nong)支小融(rong)資擔保(bao)主(zhu)業(ye)

全省各級政(zheng)府(fu)性融(rong)資(zi)(zi)(zi)擔(dan)保機(ji)(ji)構(gou)(含再(zai)擔(dan)保機(ji)(ji)構(gou),下同)要(yao)專注于(yu)小(xiao)(xiao)微(wei)(wei)企(qi)業(ye)(ye)(ye)和(he)“三農(nong)(nong)”主體,聚焦支小(xiao)(xiao)支農(nong)(nong)融(rong)資(zi)(zi)(zi)擔(dan)保業(ye)(ye)(ye)務(wu),不(bu)得偏離主業(ye)(ye)(ye)盲目擴大經營范圍,不(bu)得向非融(rong)資(zi)(zi)(zi)擔(dan)保機(ji)(ji)構(gou)進(jin)行股權投(tou)資(zi)(zi)(zi),不(bu)得新(xin)開展(zhan)政(zheng)府(fu)融(rong)資(zi)(zi)(zi)平(ping)臺融(rong)資(zi)(zi)(zi)擔(dan)保業(ye)(ye)(ye)務(wu)。要(yao)結合復(fu)工(gong)復(fu)產形(xing)勢需要(yao),積極為小(xiao)(xiao)微(wei)(wei)企(qi)業(ye)(ye)(ye)和(he)“三農(nong)(nong)”主體融(rong)資(zi)(zi)(zi)增(zeng)信(xin),協調金融(rong)機(ji)(ji)構(gou)盡(jin)快放(fang)貸,不(bu)抽貸、不(bu)壓貸、不(bu)斷貸,著力幫助小(xiao)(xiao)微(wei)(wei)企(qi)業(ye)(ye)(ye)復(fu)工(gong)復(fu)產和(he)緩解融(rong)資(zi)(zi)(zi)難(nan)、融(rong)資(zi)(zi)(zi)貴問(wen)題(ti)。要(yao)進(jin)一步提高支小(xiao)(xiao)支農(nong)(nong)業(ye)(ye)(ye)務(wu)占比,確保2020年新(xin)增(zeng)小(xiao)(xiao)微(wei)(wei)企(qi)業(ye)(ye)(ye)和(he)“三農(nong)(nong)”融(rong)資(zi)(zi)(zi)擔(dan)保金額、戶數占比不(bu)低于(yu)80%,其中(zhong)新(xin)增(zeng)單戶500萬元以下小(xiao)(xiao)微(wei)(wei)企(qi)業(ye)(ye)(ye)和(he)“三農(nong)(nong)”融(rong)資(zi)(zi)(zi)擔(dan)保金額占比不(bu)低于(yu)50%。

二、加快推進政(zheng)府性融資擔保體(ti)系建設

各(ge)地(di)(di)(di)(di)要落(luo)實政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou)的(de)屬地(di)(di)(di)(di)管理(li)責任,加(jia)(jia)(jia)強(qiang)本地(di)(di)(di)(di)區(qu)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)(bao)體系建(jian)設(she)。有條件的(de)縣區(qu)可(ke)結合實際(ji)情況(kuang)建(jian)立(li)本級(ji)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou),鼓勵各(ge)地(di)(di)(di)(di)級(ji)以(yi)上市(shi)對所轄(xia)縣區(qu)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou)建(jian)設(she)給予適(shi)當補助支持(chi)。各(ge)級(ji)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou)要堅持(chi)下沉一線,簡化擔(dan)(dan)(dan)保(bao)(bao)(bao)要求,不斷擴(kuo)大政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)(bao)的(de)業務覆蓋范圍,提(ti)升政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)(bao)服(fu)務小微企業和“三(san)農”的(de)能力(li)和水(shui)平,更好發揮(hui)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)(bao)的(de)放大效應(ying)。各(ge)地(di)(di)(di)(di)可(ke)視(shi)財力(li)情況(kuang),適(shi)當增加(jia)(jia)(jia)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou)資(zi)(zi)(zi)本金注入,提(ti)高其可(ke)持(chi)續(xu)經營(ying)和抗風險(xian)能力(li)。各(ge)地(di)(di)(di)(di)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)性(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou)要加(jia)(jia)(jia)強(qiang)與省(sheng)級(ji)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)再(zai)擔(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou)的(de)協同合作,加(jia)(jia)(jia)強(qiang)風險(xian)防控,形成政(zheng)(zheng)(zheng)(zheng)策合力(li)。省(sheng)級(ji)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)再(zai)擔(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou)要加(jia)(jia)(jia)強(qiang)和國(guo)家融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)(bao)基金對接,進一步擴(kuo)大授信(xin)額度。

三、嚴格落實降費讓利政策

全省各(ge)級政(zheng)府性(xing)(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)保(bao)(bao)(bao)(bao)機構要(yao)(yao)(yao)堅持保(bao)(bao)(bao)(bao)本微(wei)利原則,2020年全年對小(xiao)微(wei)企(qi)(qi)(qi)(qi)業(ye)(ye)減(jian)半收(shou)取融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)保(bao)(bao)(bao)(bao)、再(zai)擔(dan)保(bao)(bao)(bao)(bao)費(fei),力爭將小(xiao)微(wei)企(qi)(qi)(qi)(qi)業(ye)(ye)綜(zong)合融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)保(bao)(bao)(bao)(bao)率降至(zhi)1%以下,切實降低小(xiao)微(wei)企(qi)(qi)(qi)(qi)業(ye)(ye)和“三農”綜(zong)合融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)成本。政(zheng)府性(xing)(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)保(bao)(bao)(bao)(bao)機構要(yao)(yao)(yao)取消反(fan)擔(dan)保(bao)(bao)(bao)(bao)要(yao)(yao)(yao)求,對疫(yi)情防控(kong)相關領域重點企(qi)(qi)(qi)(qi)業(ye)(ye)及疫(yi)情影響較大的(de)(de)行業(ye)(ye),新增融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)保(bao)(bao)(bao)(bao)業(ye)(ye)務(wu)(wu)收(shou)取的(de)(de)擔(dan)保(bao)(bao)(bao)(bao)費(fei)率不超過1%,對納入國家(jia)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)保(bao)(bao)(bao)(bao)基(ji)金(jin)支持范圍的(de)(de)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)保(bao)(bao)(bao)(bao)業(ye)(ye)務(wu)(wu),部分減(jian)免再(zai)擔(dan)保(bao)(bao)(bao)(bao)費(fei)。省農業(ye)(ye)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)擔(dan)保(bao)(bao)(bao)(bao)有限公(gong)司對受(shou)疫(yi)情影響較大的(de)(de)相關新型農業(ye)(ye)經營主(zhu)體符合“雙控(kong)”范圍的(de)(de)新增政(zheng)策性(xing)(xing)(xing)擔(dan)保(bao)(bao)(bao)(bao)業(ye)(ye)務(wu)(wu),要(yao)(yao)(yao)減(jian)半按(an)照(zhao)0.5-0.75%收(shou)取擔(dan)保(bao)(bao)(bao)(bao)費(fei)。

四、完善財政獎(jiang)補支(zhi)持措施(shi)

省財政(zheng)(zheng)建(jian)立融(rong)資再擔保(bao)代(dai)償(chang)(chang)補(bu)(bu)償(chang)(chang)機(ji)制,對(dui)省級(ji)融(rong)資再擔保(bao)機(ji)構納入國家融(rong)資擔保(bao)基金授(shou)信范(fan)圍的(de)小微(wei)企(qi)業融(rong)資擔保(bao)業務(wu)實際代(dai)償(chang)(chang)損失,給(gei)(gei)予(yu)50%的(de)分擔補(bu)(bu)償(chang)(chang)。對(dui)江(jiang)門、惠州、肇慶市和(he)粵東西北地區(qu)政(zheng)(zheng)府性(xing)融(rong)資擔保(bao)機(ji)構2020年新(xin)增的(de)單(dan)戶擔保(bao)金額1000萬元及以下、平(ping)均年化擔保(bao)費率(lv)不超過(guo)1%的(de)小微(wei)企(qi)業融(rong)資擔保(bao)業務(wu),按業務(wu)發(fa)生(sheng)額的(de)1%給(gei)(gei)予(yu)補(bu)(bu)助。對(dui)省農(nong)業融(rong)資擔保(bao)有(you)限公司開展的(de)符合條(tiao)件的(de)政(zheng)(zheng)策(ce)性(xing)擔保(bao)業務(wu),省財政(zheng)(zheng)按規定給(gei)(gei)予(yu)業務(wu)獎(jiang)補(bu)(bu)和(he)代(dai)償(chang)(chang)補(bu)(bu)償(chang)(chang)。鼓勵各地根據財力情況建(jian)立降費獎(jiang)補(bu)(bu)和(he)代(dai)償(chang)(chang)補(bu)(bu)償(chang)(chang)機(ji)制,對(dui)本級(ji)政(zheng)(zheng)府性(xing)融(rong)資擔保(bao)機(ji)構給(gei)(gei)予(yu)業務(wu)獎(jiang)補(bu)(bu),對(dui)實際代(dai)償(chang)(chang)損失進行分擔補(bu)(bu)償(chang)(chang)。

五(wu)、完善監(jian)督評價和考核激勵機(ji)制

各級(ji)財(cai)政部門(men)要(yao)完善(shan)對(dui)政府(fu)性(xing)融(rong)資(zi)(zi)擔保機構(gou)的(de)監督管理和(he)考(kao)核(he)評價(jia),調整(zheng)盈利考(kao)核(he)要(yao)求,重點考(kao)核(he)在實現保本微利的(de)前提下的(de)支(zhi)農支(zhi)小(xiao)成效(xiao),引導政府(fu)性(xing)融(rong)資(zi)(zi)擔保機構(gou)著重從(cong)放(fang)大倍(bei)數、扶持小(xiao)微企(qi)業(ye)和(he)“三農”主體占比、風險(xian)控制(zhi)、擔保費率、國家(jia)融(rong)資(zi)(zi)擔保基金合作申(shen)報(bao)率等方面發(fa)揮作用。各級(ji)財(cai)政部門(men)和(he)有關單位要(yao)按照《廣東省政府(fu)性(xing)融(rong)資(zi)(zi)擔保機構(gou)績(ji)(ji)效(xiao)考(kao)核(he)評價(jia)暫行辦法(fa)》(粵財(cai)金〔2020〕8號)等有關要(yao)求,加強和(he)完善(shan)對(dui)政府(fu)性(xing)融(rong)資(zi)(zi)擔保機構(gou)的(de)績(ji)(ji)效(xiao)考(kao)核(he),建立評價(jia)結果與資(zi)(zi)本金補(bu)充、風險(xian)補(bu)償、薪(xin)酬待遇(yu)等直(zhi)接掛鉤的(de)激勵約(yue)束(shu)機制(zhi)。對(dui)出現偏離支(zhi)農支(zhi)小(xiao)業(ye)務、放(fang)大倍(bei)數偏低(di)等情(qing)況(kuang)的(de)要(yao)及時(shi)予(yu)以糾(jiu)正(zheng),督促進行整(zheng)改。

各(ge)級財政部門、政府性(xing)融資擔(dan)(dan)保(bao)(bao)機構要進一步統一思想認識,提高政治(zhi)站位,強化(hua)責任擔(dan)(dan)當,建立健全工作機制(zhi),抓(zhua)好組(zu)織實施,完善配套措施,確保(bao)(bao)我省政府性(xing)融資擔(dan)(dan)保(bao)(bao)有關政策有效(xiao)落(luo)實,推動(dong)我省政府性(xing)融資擔(dan)(dan)保(bao)(bao)體系不斷健全,為全省經濟社會發(fa)展特別是小微企業和(he)“三(san)農”發(fa)展提供有力支持(chi)。
